I'm based in Nampa, Idaho, and I work with people all over the country by phone, text and email. For an IRS problem, where you live doesn't change much: the IRS is a federal agency, and the same rules apply in Los Angeles as anywhere else. When it's the IRS and the state

Californians can owe two tax agencies at once: the IRS for federal tax and the California Franchise Tax Board (FTB) for state income tax. The FTB has its own wage garnishment, called an Earnings Withholding Order for Taxes (EWOT). The FTB says these can take up to 25% of your pay until the balance is paid.
